News publication: CoM SSA Guide on data collection

In the framework of the Covenant of Mayors in Sub-Saharan Africa (CoM SSA) initiative, technical support is provided to cities to facilitate the development of their ‘Action Plans for Access to Energy and Climate’ (PAAEDC). The data collection process is an important step in the development of PAAEDC. The data to be collected by the cities should be related to the three pillars of the CoM SSA (Access to Energy, Adaptation and Mitigation) particularly during; i) inventory of greenhouse gas emissions in the study area, ii) analysis of risks and vulnerabilities related to climate change and iii) evaluation of access to energy.
However, cities face challenges in collecting data. This is why the partners of the CoM SSA have developed a brochure for city planners and technicians to guide them in the process of data collection. This guide provides significant support for planning climate change actions by focusing on the most important data sources and indicating where and how to obtain these data.
For a better understanding, this new guide has broken down the data collection process into 10 key steps:
- Definition of human and financial resources needed for data collection;
- Internal discussion to define the outline of the collection;
- Communication with stakeholders;
- Establishment of agreements / partnerships with data holders;
- Management of administrative and legal aspects related to the data
- Data collection;
- Analysis and verification;
- Clarification of any unclear data;
- Finalization of the data;
- Use of data.
Through the dissemination of this guide, the Covenant of Mayors in Sub-Saharan Africa is extending its technical support to all sub-Saharan African cities engaged in the fight against climate change and the improvement of access to energy.
