Lomé, the administrative capital and economic center of Togo, is located on the Atlantic coast, on the border with Ghana. With 2.5 million inhabitants, or about 25% of the national population, the city is part of a vast urban corridor linking Abidjan to Lagos. The city’s rapid population growth poses major challenges: urban sprawl — more or less — anarchic, increasing congestion, predominance of artisanal transport, increased road accidents and pollution…

In 2019, thanks to the decentralization laws, the Autonomous District of Greater Lomé (DAGL) was entrusted with the organization of mobility. In the same year, the Ministry of Road, Air and Rail Transport (MTRAF) has joined the MobiliseYourCity partnership to improve planning and financing of the mobility transport in Lomé.

The CoM SSA facility was mobilised to finance a study comprising two components:
(1) The development of a strategic mobility plan – the Sustainable Urban Mobility Plan (SUMP) of the Greater Lomé;
(2) The definition of a strategic plan to improve road safety and optimize the uses of the Lomé Transport Company, SOTRAL.
