By signing the Convention of Mayors of Sub-Saharan Africa (CoM SSA), cities commit to reducing their greenhouse gas emissions, using clean energy and building resilience to the effects of climate change. The first step in this process is the development and implementation of a Sustainable Energy and Climate Action Plan (SEACAP). Based on an analysis of local data, the SEACAP guides the actions of local authorities in response to the challenges of their territory. In resource-constrained communities, the transition from planning to
implementation can be complex.
As part of the CoM SSA 3 program – financed by the European Union –, AFD has intervened to support the seven municipalities supported by Expertise France in the development and implementation of their SEACAP and in the strengthening of their capacities in climate finance: Kenya: County Government of Kisumu; Mali: Bamako District and the four municipalities of the inter-communal Balanzan (Ségou, Sakoiba, Pelengana and Sebougou); Uganda: Kampala Capital City Authority (KCCA) and Kasese Municipal Council; Togo: the three municipalities of the prefecture of Kloto and the four communes of the prefecture of Tchaoudjo.
