Sekondi-Takoradi Metropolitan Assembly (STMA), Ghana, made progress towards addressing climate change and advancing sustainable energy solutions by joining the Covenant of Mayors in Sub-Saharan Africa in 2023. Driven by the goal of reducing energy costs and aligning with the Sustainable Development Goals (SDGs) to become a smart and green city, STMA reinforced its commitments through the implementation of Urban Smart Energy (USE), one of GIZ CoM SSA standardised products. The USE productaims to explore the potential of renewable energy and energy efficiency in public buildings owned by the city. Under USE, CoM SSA partner, GIZ, will assess the feasibility of such projects and work towards establishing a business case, enabling private sector investment in these initiatives. Within this collaborative area, CoM SSA will closely cooperate with the respective city departments, initially focusing on ten sites, and facilitate capacity-building activities for the county staff involved.

STMA is a key commercial centre in Ghana with an industrialised economy. Its coastal location and seaport make it a vital hub for fishing and trade. The service sector is the dominant contributor to the economy, accounting for 60% of total economic activity, followed by agriculture at 21% and industry at 19%
STMA is located in the southern part of Ghana's Western Region, covering a total land area of 165.62 square kilometres. It is the most urbanised and densely populated city in the region. The Sekondi-Takoradi Metropolitan Assembly is organised into three sub-metropolitan councils: the Sekondi Sub-Metropolitan District Council, the Takoradi Sub-Metropolitan District Council, and the Essikado-Ketan Sub-Metropolitan District Council. As a rapidly urbanising city, STMA faces a significant challenge: without climate action, its greenhouse gas (GHG) emissions could rise by 40% over the next decade
The climate change mitigation vision for STMA is that “By 2050, Sekondi-Takoradi Metropolis aims to be a resilient, competitive and smart city by prioritising renewable energy, efficient resource use, sustainable waste management, and low carbon transport while ensuring a healthy, equitable and thriving environment that makes progress towards achieving net-zero carbon."
The assessment, based on data collected from a survey of households and institutions within STMA, highlights a diverse energy mix that combines traditional and modern energy sources serving both households and institutions. While electricity access is relatively high, underserved areas persist, alongside significant challenges related to energy affordability and efficiency. The over-reliance on traditional cooking fuels, such as charcoal and firewood, also raises sustainability and health concerns
