All CoM SSA signatories commit to developing a Sustainable Energy Access and Climate Action Plan (SEACAP). But a climate action plan only delivers impact when its priorities are reflected in budgets, institutions, projects and investments. A SEACAP is therefore not the end of the journey: it provides the evidence base and strategic direction for implementation.

A year in review: CoM SSA innovations and collaborations propelled local climate action to new heights in 2023
The Covenant of Mayors in Sub-Saharan Africa initiative (CoM SSA), a European Union action, reached new heights in 2023. Seven Sustainable Energy Access and Climate Action Plans (SEACAPs) were launched, over 50 climate and energy badges were awarded, CoM SSA Mayors led the sub-Saharan Africa climate action agenda at regional and global forums, and CoM SSA grew to over 360 signatories. Implementing climate action plans for urban transformation in Togo
The municipalities of Kloto and Tchaoudjo are well aware of their responsibility in transforming their climate action plan into a reality. In January, 2023, the municipalities took an active part in meetings to monitor the implementation of their Sustainable Energy Access and Climate Action Plan (SEACAP).

Launch of the Kloto Climate and Energy plan: The cities present their strategy for a sustainable, resilient and modern future
On 17 and 18 February 2023, the mayors of Kloto officially signed their joint Sustainable Energy Access and Climate Action Plan (SEACAP), with the aim of making their cities "climate resilient, with a low carbon footprint, for a harmonious and sustainable development, and community prosperity". On this occasion, they presented the content of this strategic document to an audience of over 300 participants representing international, national and local technical and financial partners, as well as civil society and the populations of Kloto.

Togo: From strategy to climate and energy action
Representatives from the 56 Togolese cities that are signatories of the Covenant of Mayors for Sub-Saharan Africa (CoM SSA) met in Sokodé for a two-day training workshop organised by Expertise France, the implementing partner of the CoM SSA in Togo, with funding from the European Union.
